- Modify nccs.documents to show appropriate welcome message/user agreement
You can update the user agreements through the interface by editing the documents named User Agreement 01-06 in the Documents table. There are stub documents currently there. You can change the contents either by uploading a new file or by editing the contents directly on the editor page. Both text/html and text/plain formats will work. Note that if you're uploading an html file, don't include HTML, HEAD, or BODY tags.
- ip restrictions should be handled through either htaccess or httpd.conf (/etc/httpd/conf), preferably the latter which is more secure. Mike Jackson can set this up.
- fix application.php: Set user agreement to correct number:

Indiana Univ. - 11/28/06 - Fran Huehls: COP may not have $ they initially thought, but use Lexis-Nexis or JSTOR as model agreements (loosely speaking). Question about ability of archivists/reference librarians, who can get calls from outside IU, to provide data. I reiterated that handling of issue is similar to jstor or lexis. Fran: "If I have access, I have obligation to provide the data." She tempered this after I probed about cmrcl dbs.
She is comfortable with NC State-style permission for extracting dig. data.
We agree that time-limitation on use is irrelevant for institutional agreement.
